A WASR 10/63 would have been built from a demilled military Md63 that was factory rebuilt/assembled onto a WASR receiver. Possible to have canted sights or other issues, but I'd say less likely that the earlier WASR rifles made in the mid 2000's. From what I recall most of the 10/63 rifles were brought in from about 2010 - 2013.
